M&SCO hosted the M&S COI meeting: January 11, 2012
The DoD Modeling and Simulation Coordination Office (M&SCO) hosted the first official M&S Community of Interest (COI) meeting on January 11 from 1 p.m. to 4:30 p.m. at the M&SCO offices. Pictured (left to right) are Mr. Jesse Citizen, Director, and Dr. J. David Lashlee, Deputy Director, of the DoD M&SCO. They also perform as the co-chairpersons for the M&S COI.

M&SCO Exhibited at I/ITSEC 2011: November 28, 2011- December 1, 2011
The Department of Defense (DoD) Modeling and Simulation Coordination Office (M&SCO) exhibited at the 2011 Interagency/Industry Training, Simulation an Education Conference (IITSEC) in late November. The annual conference ran through Monday through Thursday, November 28 through December 1, at the Orange County Convention Center, Orlando, Florida.
"Exhibiting at IITSEC is a tremendous opportunity for DoD, along with a few of our M&S partners, to demonstrate our ongoing efforts that enable the M&S Enterprise," said Mr. Jesse Citizen, M&SCO's Director.
The M&SCO, on behalf of the Under Secretary for Acquisition, Technology and Logistics (USD(AT&L)), and with the advice and assistance of the DoD M&S Steering Committee (M&SSC), is the Department's focal point for coordinating all matters related to the DoD M&S Enterprise.
This year, M&SCO's booth featured four government and international partners:
- Department of Homeland Security (DHS) Complex Event Modeling, Simulation, and Analysis (CEMSA)
- Department of Energy (DoE)'s National Nuclear Security Administration (NNSA), Sandia National Laboratories
- The Modeling and Simulation Information Analysis Center (MSIAC), and
- Simulation Interoperability Standards Organization (SISO).
In addition to exhibiting at the booth, M&SCO personnel hosted multiple NATO meetings, M&S Enterprise-level meetings, such as the DoD M&SCOI, and conducted demonstrations about DoD M&S enterprise tools and services.

Taiwan Visit to M&SCO : November 21, 2011
On November 21, 2011, a delegation from Taiwan's Integrated Assessment Office (IAO) visited M&SCO for an unofficial meeting on Live-Virtual-Constructive (LVC) Architecture activities in modeling and simulation. Colonel Chu, Yueh-Hua, led the delegation visit. US presenters included Dr. Gary Allen, Project Manager, LVC Architecture Roadmap Implementation Joint Training Integration and Evaluation Center (JTIEC), Orlando, and Dr. Katherine Morse and Mr. David Drake, subject matter experts in LVC from Johns Hopkins University Applied Physics Laboratory, Laurel, Maryland.
After the discussion, the M&SCO Director Mr. Jesse Citizen (pictured left), accepted a small token of appreciation from Colonel Chu (right) on behalf of the Under Secretary of Defense (Research and Engineering), Department of Defense.
M&SCO Exhibited at a Standards Workshop: September 19, 2011 - September 23, 2011
M&SCO co-sponsored the Fall Simulation Interoperability Workshop (SIW) with the Simulation Interoperability Standards Organization (SISO), on September 19 through 23, in Orlando at the Florida Hotel and Conference Center. The M&SCO Director, Mr. Jesse Citizen, presented an overview of the DoD M&S Enterprise at the keynote plenary session and Program Manager, Ms. Brandi Greenberg, presented a paper on the functions and capabilities of the DoD M&S Catalog.
"This was a tremendous opportunity for DoD to share the Department's ongoing efforts that enable the M&S Enterprise," said Mr. Jesse Citizen. The M&SCO is the Department's focal point for coordinating all matters related to the DoD M&S Enterprise.

M&S Professionals Win Best Professional Writing Awards
The Defense Modeling and Simulation Coordination Office (M&SCO) congratulates two modeling and simulations professionals who have recently been announced by the U.S. Army's Program Executive Office for Simulation Training and Implementation (PEO STRI) as winners for its 2010 Best Paper Awards.
Dr. Gary W. Allen won first place for his paper titled, "Live Virtual Constructive Architecture Roadmap (LVCAR) Implementation Project," which is part of High Level Task S-C-2. Dr. Allen is currently the Project Manager, for the LVC Architecture Roadmap Implementation Joint Training Integration and Evaluation Center (JTIEC) in Orlando. Mr. Paul Dumanoir won third and fourth place nods, for his papers titled, "M&S Glossary Project," and "Discovery Metadata Project." Both topics are part of HLTs S-C-3, respectively. Mr. Dumanoir wrote the papers while performing as the JTIEC PM supporting M&S Standards and Common Tools (now M&S Core). "Calculating Return on Investment for U.S. Department of Defense Modeling and Simulation": June 17, 2011
M&SCO funded an original research project that included one of its own team members, Dr. Jerry Feinberg. Dr. Feinberg and a team of other M&S professionals, co-wrote the winning article for the 2011 Annual Research Paper Competition. The article is titled “Calculating Return on Investment for U.S. Department of Defense Modeling and Simulation.”
The article is featured in the April issue of the “Defense Acquisition Research Journal”, a publication of the Defense Acquisition University. The writing team included: Ivar Oswalt, Tim Cooley, William Waite, Elliot Waite, Steve “Flash” Gordon, Richard Severinghaus, Jerry Feinberg, and Gary Lightner.
“As budgets decrease, it becomes increasingly important to determine the most effective ways to invest in modeling and simulation (M&S). This article discusses an approach to comparing different M&S investment opportunities using a return on investment (ROI)-like measure. The authors describe methods to evaluate “benefit” (i.e., increased readiness, more effective training, etc.) received from an investment and then use those metrics in a decision analysis framework to evaluate each M&S expenditure. Finally, they conclude by discussing the importance of viewing M&S investments from a Department of Defense (DoD) Enterprise view, evaluating investment over multiple years, measuring well-structured metrics, and using those metrics in a systematic way to produce an ROI-like result that DoD can use to evaluate and prioritize M&S investments.” - read more.
