The DoD Enterprise Metacard Builder Resource (EMBR) Portal is a web-based, government off-the-shelf (GOTS) tool that enables users to develop and manage DoD-standard metadata describing modeling and simulation (M&S) assets. EMBR Portal is fully integrated with the Defense M&S Catalog, providing organizations the ability to publish MSC-DMS compliant metacards to the catalog to support the discovery, reuse, and interoperability of modeling and simulation resources.

The EMBR Portal may be used to create metacards, provided access requirements have been met and the User Registration Form has been completed. To publish metacards to the M&S Catalog, organizations must initially complete the Source Provider Registration Form and identify authorized individuals who will assist in the review of what is published to the M&S Catalog.
