Information Sharing Guidelines

The M&S Enterprise Tool Suite is designed to foster the discovery and reuse of modeling and simulation resources. To support the collaboration and flow of information amongst our users and still comply with U.S. laws, policy, and DoD security guidelines, the following guidelines are required as a condition of use.


Authorized users of the M&S Enterprise Tool Suite include employees and contractors of the Department of Defense and other Federal agencies. Before posting any information, this audience should be taken into consideration.


Government-owned collaboration systems like the M&S Enterprise Tool Suite constitute official interactions and communications, but do not necessarily represent views of the home organization or any U.S. Government agency. As a condition of using this government-owned system, all users consent to the dissemination of their postings within the same environment. Users may not post any material that is obscene, defamatory, profane, threatening, harassing, abusive, or hateful to another person, agency, organization, or other entity. The M&S Enterprise Tool Suite administrators retain the right to delete inappropriate postings and revoke user privileges.

Types of Information Permitted for Posting

The following types of information are permitted to be entered and shared to the M&S Enterprise Tool Suite:

  • Unclassified information designated at a level mapping to Distribution statements A and C throughout the site
  • Content relevant to the M&S Enterprise Tool Suite mission

*Excludes content containing Export Control Material/Proprietary Information

Types of Information NOT permitted for Posting

The following types of information are not permitted to be entered or shared to the M&S Enterprise Tool Suite:

  • Material classified higher than Unclassified & Unclassified information designated at a level mapping to distribution levels B, D, E, and X.
  • Material that contains software viruses or other computer code or files designed to interrupt, harm delete, or otherwise interfere with or limit the functionality of any computer software or hardware or telecommunications equipment.
  • Material or content that has words, logos or other marks that would infringe upon the trademark, service mark or other intellectual property rights of the owners of such marks without the permission of such owners.
  • Material that infringes upon the proprietary, privacy or personal rights of others.
  • Content that is not relevant to the M&S Enterprise Tool Suite mission
  • Proprietary information
  • Export Controlled Information
  • International Traffic in Arms Regulations information

Data that cannot be freely disseminated to the Federal government: All data subject to or marked Distribution B, D, E in accordance with DoDI 5230.24 Distribution Statements on Technical Documents cannot be freely disseminated.

You shall comply with all applicable United States laws and regulations governing Export Control regarding the export, re-export, diversion or transfer of software, related technical data and other data, thereof, including without limitation, the International Traffic In Arms Regulations (ITAR), (Title 22 C.F.R. Parts 120-130) and the Arms Export Control Act (AECA), 22 U.S.C. Section 2778-2780). VIOLATIONS OF EXPORT LAWS AND REGULATIONS ARE SUBJECT TO SEVERE CRIMINAL PENALTIES. YOU ARE RESPONSIBLE FOR DETERMINING WHETHER POSTING SOFTWARE, TECHNICAL AND OTHER DATA ON WOULD VIOLATE THE EXPORT LAWS OF THE UNITED STATES.

Questions regarding licensing requirements,policies and procedures regarding software, technical and other data that may raise export control concerns should be addressed to All software, technical and other data posted on shall be disseminated in accordance with the provisions of DoDI 5230.24.


a) Information not owned by the U.S. Government and protected by a contractor's "limited rights" statement, or received with the understanding that it not be routinely transmitted outside the U.S. Government.

b) Information with a property right or other valid economic interest in data resulting from private investment. (The Federal Acquisition Regulation (48 CFR 27.402 Policy)).

c) Proprietary information submitted by a contractor and protected by a Limited Rights Statement or other agreement, and trade secrets, commercial and financial information submitted by an entity outside the government which considers the information to be protected from release to the public. (DoDI 8550.01, Appendix to Enclosure 3, Procedures (4), Step 2, (2) (b)).


This is a U.S. Government Work, not subject to copyright protection, Approved for Public Release. Material, authored by officers and employees of the U.S. Government on the job, is not subject to copyright. All others grant the U.S. Government and M&S Enterprise Tool Suite participants a nonexclusive, irrevocable, paid-up, world-wide unlimited license to use, modify, perform, display, reproduce and distribute their content. Copyrighted information should not be posted to M&S Enterprise Tool Suite unless the copyright holder has given written permission that allows posting of the information and distribution to a U.S. federal government and contractor audience.

Freely available does not mean information is free, without cost or conditions of use. Copyright is protection provided by law to authors of unpublished and published original works of authorship that are fixed in a tangible medium from which they can be perceived either directly or with the aid of a machine or device. Copyrighted information under the U.S. Copyright Law should not be posted to the M&S Enterprise Tool Suite unless its use is in compliance with the "Fair Use" exemptions in section 107 of the law or the copyright holder has given permission that allows the posting of the information and its distribution to a U.S. federal government and contractor audience. Information also can be copyrighted under non-U.S. Copyright laws and licensing agreements such as the GNU General Public License agreement. Before posting copyrighted material, check on the copyright or licensing restrictions and the requirements for providing citations and attribution. Copyrighted works created or owned by non-USG parties may be posted on DoD Internet services or IbC (Internet-based Capabilities) only with the permission of the copyright owner or otherwise in accordance with law.? Information including images, maps, audio recordings and other intellectual works that are created by U.S. Government employees in the performance of their duties are not copyrightable. Since copyright can be complex, some additional assistance and sources are available.
